Indiana Wesleyan NP clinicals in Oklahoma: three conditions and a preceptor tax credit
IWU's September 2022 disclosures show its NP programs meeting Oklahoma's educational requirements. Oklahoma gives RNs enrolled in APRN programs based elsewhere a route into clinicals with no Board permission step, provided three conditions hold, and it rewards some preceptors with a state income tax credit. Here is how both work for an IWU student.

What IWU has disclosed for Oklahoma
IWU is in NC-SARA. Its 2022 disclosures for the master's, certificate and BSN-to-DNP routes into FNP and PMHNP practice list Oklahoma as meeting educational requirements, while the ASN-to-MSN FNP's June 2024 disclosure has Oklahoma as "not yet determined". OAC 485:10-5-12(c): the three conditions
Schools outside Oklahoma whose programs end in a first nursing license need Board permission up front. RNs in out-of-state APRN programs take a different path: under OAC 485:10-5-12(c), clinical experiences and preceptorships in Oklahoma need no permission step, provided each condition below is true.
- Your RN license is unencumbered and valid for practice in Oklahoma.
- Whoever oversees the clinical component for the program has an unencumbered Oklahoma license at the taught level or higher.
- The program satisfies OBN's education requirements for APRN programs.

The Oklahoma Preceptor Tax Credit
HB 3351 of 2024 created a state income tax credit that Oklahoma-licensed APRNs, physicians and PAs delivering primary care in the state can earn by teaching APRN, PA or medical students. One rotation equals 160 aggregate hours, a preceptor can claim up to ten per calendar year, and credits are awarded first-come, first-served while funds last. The program is run by the Oklahoma Health Care Workforce Training Commission, which reports it is accepting 2026 applications, and the Oklahoma Tax Commission describes a nonrefundable credit with a five-year carryforward for tax years 2026 to 2035.
Bring it up when you approach a primary care preceptor. A placement that reaches 160 hours with one clinician may count as a rotation, and the Commission decides eligibility, but the program gives busy preceptors a concrete reason to host you.
Restricted practice across Oklahoma City and Tulsa
AANP rates Oklahoma restricted. Prescribing requires a written statement of physician supervision covering an NP's first 6,240 hours, and Schedule II drugs stay off-limits to Oklahoma NPs entirely. Roughly 1.51 million people live in greater Oklahoma City and 1.07 million around Tulsa, while Lawton (about 128,000) and Enid (about 62,000) are far smaller. Hillcrest HealthCare System, Saint Francis Health System, SSM Health St. Anthony, INTEGRIS Health and OU Health are the big names. They indicate where care concentrates, not placements held for IWU students.
Compact licensing for Oklahoma sites
For IWU, the license you train on must be active and unencumbered in each state where you log practicum hours. Oklahoma began issuing multistate licenses when the enhanced compact took effect on January 19, 2018, and OBN confirms that a multistate license from another member state lets a nurse practice in Oklahoma without a second license. Does the Oklahoma Board of Nursing have to approve IWU before my NP clinicals?
Not through a permission step, if OAC 485:10-5-12(c)'s three conditions hold: an Oklahoma-valid RN license for you, an Oklahoma-licensed faculty member overseeing the clinical component at or above the level taught, and a program meeting OBN's APRN education requirements. Ask IWU faculty about the second condition. IWU still approves every site and preceptor.
Can my Oklahoma preceptor earn a tax credit for teaching me?
Possibly. The Oklahoma Preceptor Tax Credit covers Oklahoma-licensed APRNs, physicians and PAs providing primary care who precept APRN students, among others, with 160 aggregate hours counting as a rotation. Credits are limited and first-come, first-served. Your preceptor applies to the Oklahoma Health Care Workforce Training Commission, which decides eligibility.
Does a Texas multistate license meet Oklahoma's license condition?
Oklahoma and Texas both belong to the Nurse Licensure Compact, and OBN says a multistate license from another member state allows practice in Oklahoma without an additional license. That also satisfies IWU's rule for an Oklahoma site. Confirm with your program faculty that IWU reads the OAC 485:10-5-12(c) license condition the same way.
Will an Oklahoma NP preceptor be able to prescribe Schedule II drugs?
No. Schedule II prescribing is closed to Oklahoma NPs, and they need documented physician supervision for prescriptive authority through their first 6,240 hours. PMHNP students should factor that into how they plan their medication-management learning. IWU weighs each preceptor against its own criteria, so give faculty an accurate picture of the practice.
