IWU's Vermont disclosure, program by program
IWU participates in NC-SARA. The professional licensure disclosures it dated September 30, 2022 place Vermont in the meets column for the MSN FNP, the MSN PMHNP, the post-master's FNP and PMHNP certificates, and the BSN-to-DNP in both specialties. Only the June 2024 ASN-to-MSN FNP disclosure differs, calling Vermont not yet determined. IWU keeps no public list of states it declines, so get your program confirmed by IWU admissions.

The Board's short list of eligible preceptors
Vermont's Board of Nursing publishes the answer in its FAQ. Two professions qualify: APRNs and physicians. Their Vermont license must be active and unencumbered, their experience must match your role and population focus, and they are expected to work hand in hand with your program faculty. Physician assistants are excluded from precepting APRN students, so a clinic run mainly by PAs would have to pair you with one of its NPs or doctors.
AANP rates Vermont full practice, though new NPs pass through a transition first. Until both thresholds are behind them, 24 months and 2,400 practice hours, they must collaborate under a written agreement with a Vermont-licensed APRN or physician. That does not rule a newer NP out as your teacher, yet IWU weighs each preceptor against its NP Clinical Guidelines, so ask about years in practice early. In Vermont, a physician assistant cannot be your NP preceptor.
Vermont's approval rules leave a gap
Since May 11, 2023, the Board's Part 5 rules have barred anyone from running a nursing education program in Vermont without Board approval. Online-only programs carrying Vermont Agency of Education approval are exempt, a point 26 V.S.A. 1584 echoes. What the rules leave unsaid is how an out-of-state school's students fit when they train at a Vermont clinic; no rule, statute or FAQ located while preparing this page tackles that case.
Vermont's statute exempting students, 26 V.S.A. 1583(2), is written around study in programs the Board has approved, and you arrive as a licensed RN working on your own license. Burlington, the Upper Valley and Rutland
Roughly 228,000 people live in Burlington-South Burlington, Vermont's largest metro. The Lebanon-Claremont micropolitan area crosses into New Hampshire and counts about 87,000 Vermonters, and the Rutland micropolitan area holds some 60,000. Students tend to know University of Vermont Health first, then Southwestern Vermont Medical Center and Rutland Regional Medical Center; each marks where care concentrates rather than a site pledged to IWU students.
Vermont did fund preceptors once. Act 183 of 2022, Sec. 21, set aside ARPA money for fiscal 2023 only, paying nurses employed by Vermont's critical access hospitals by the hour when they precepted students from Vermont schools. Nothing found suggests the grants outlived that year, and IWU students were never eligible.
Licensing in a compact state since 2022
IWU requires an active, unencumbered RN license in every state where you train. Vermont's multistate era began on February 1, 2022, its NLC implementation date. Board Rule 4.1 lets a nurse with an active multistate license from another compact state practice in Vermont without adding a Vermont license, unless Vermont becomes that nurse's primary residence. Could a PA supervise my NP hours in Vermont?
No. Physician assistants are excluded from precepting APRN students by the Vermont Board of Nursing's own FAQ. Look instead for an APRN or physician whose Vermont license is active and unencumbered and whose practice matches your population focus; IWU then checks that person against its own criteria.
Is an out-of-state license enough for a Vermont preceptor?
The Board's guidance names an active, unencumbered Vermont license. The multistate compact covers RN and LPN licenses, not APRN or physician ones, so a preceptor licensed only in another state would not fit the guidance. Check license status with the preceptor before you send anything to IWU.
A Vermont NP I know is still in the collaborating-agreement period. Can they teach me?
Vermont's FAQ talks about an active Vermont license and matching role and population experience, and it is silent on the transition period. Whether a newer NP suits your course is IWU's call under the NP Clinical Guidelines, so describe the NP's experience plainly when you submit.
Is there a Vermont grant my preceptor could claim for teaching me?
No current one applies. The grants under Act 183 of 2022 ran for fiscal 2023, paid critical access hospital nurses who precepted Vermont-enrolled students, and showed no sign of renewal in the research behind this page. Offer your preceptor a well-organized student and a clear course calendar instead.
