Utah clinicals for IWU students: a rule that reaches graduate programs
Utah is a meets state in IWU's 2022 NP disclosures, and its clinical rule for outside schools covers graduate programs as fully as pre-licensure ones. Before you train in a Utah facility, IWU has to clear the conditions in R156-31b-609 with the state's licensing division and Board.

Utah and IWU's licensure disclosures
IWU is an NC-SARA institution. Its September 30, 2022 disclosures mark Utah as meeting educational requirements for the MSN FNP, MSN PMHNP, the FNP and PMHNP certificates for master's-prepared nurses, and both BSN-to-DNP NP routes. The ASN-to-MSN FNP disclosure from June 2024 lists Utah as not yet determined. No IWU document lists states it refuses; IWU admissions can confirm your program.

Five conditions in R156-31b-609, as questions for IWU
Utah Admin. Code R156-31b-609 lists what a nursing school from outside Utah must show the Division of Professional Licensing and the Board before its students log clinical or practicum hours in a Utah facility. Reframed as questions worth putting to your program faculty:
- Home approval and accreditation: is the program approved by its own state's nursing board and accredited by a nursing accreditor with US Department of Education recognition?
- Faculty: are the instructors on IWU's payroll, up to the standards of both the accreditor and Indiana, attached to a university, and, when supervising in person in Utah, licensed there or in an NLC state?
- Supervision plan: how does IWU choose and oversee Utah preceptors, faculty and sites?
- Preceptor licenses: does each of your preceptors hold a Utah license, or one from an NLC party state, in good standing?
- Yearly reporting: IWU's August 1 report to the Board counts its Utah placements, vouches for preceptor and faculty licensure, and confirms accreditation.
IWU's graduate nursing programs are CCNE-accredited, and its catalog cites approval from the Indiana State Board of Nursing, a Board that describes its own reviews as limited to programs preparing nurses for initial RN or LPN licensure. Ask early, before any Utah clinician commits time to you.
Full practice, and a preceptor license condition
Utah is full practice in AANP's ratings, meaning an NP there works with no physician agreement, and an independent NP can precept you once IWU approves them under its NP Clinical Guidelines. Utah's rule layers one more check on top: that preceptor's license has to be in good standing either in Utah or in a Nurse Licensure Compact party state. Look it up before you ask for a commitment; preceptor requirements lists what IWU wants to see.
Utah put the APRN Compact into law on March 24, 2022, joining the five states that have enacted it so far. The compact waits on a seventh state, so Utah NP licenses are single-state for now.
Along the Wasatch Front and down to St. George
Salt Lake City-Murray is home to about 1.31 million people. Provo-Orem-Lehi (roughly 773,000) and Ogden (roughly 673,000) sit on either side of it along the Wasatch Front, and St. George, far to the southwest, has around 214,000. Most NP students begin with Intermountain Health or University of Utah Health, and MountainStar Healthcare completes the short list. Treat those names as signs of where care concentrates, not as sites that take IWU students, and add independent practices, community clinics and your own workplace to the search.
Your RN license for Utah rotations
Utah joined the multistate license system on January 19, 2018. IWU wants every RN license you hold active and unencumbered, including one valid where you train, so Utah rotations can run on a Utah multistate license or on the multistate license of the compact state where you reside. Questions IWU students ask
Is a graduate NP program exempt from Utah's out-of-state clinical rule?
No exemption exists. R156-31b-609 reaches every nursing school from outside Utah that sends students into Utah facilities for clinical or practicum time, whatever the degree level. Put the question of how IWU meets it to your program faculty before you secure a Utah site.
My preceptor's license was issued outside Utah. Does that matter?
It can. Utah's rule accepts a preceptor license in good standing from Utah itself or from a state in the Nurse Licensure Compact, and nothing else. Check where the license was issued before you ask IWU to approve the preceptor, since a mismatch would stall your file.
What does Utah's August 1 report have to do with me?
The report belongs to IWU, but your placement is part of what it counts: how many students trained in Utah facilities, plus an attestation that their preceptors and in-person faculty were properly licensed. Giving IWU exact preceptor license details keeps that attestation accurate.
Can I take IWU's ASN-to-MSN FNP while living in Utah?
IWU's June 2024 disclosure for the ASN-to-MSN FNP has no verdict yet on Utah, in contrast to the 2022 meets finding for the MSN FNP and the other NP tracks. Talk to IWU admissions before enrolling so you know how the route would work for a Utah license.
