Studying with IWU from South Carolina: practice agreements, Regulation 91-6 and clinical sites

IWU's South Carolina disclosures at a glance
As an NC-SARA member, IWU reported on September 30, 2022 that its MSN FNP, MSN PMHNP, post-master's FNP and PMHNP certificates and both BSN-to-DNP NP tracks meet South Carolina's educational requirements. The June 2024 ASN-to-MSN FNP disclosure treats the state differently and records it as not yet determined. IWU publishes no roster of states it declines, so confirm your program with IWU admissions.

Regulation 91-6 and the physician agreement behind every NP preceptor
Under S.C. Code Regs. 91-6, a school headquartered outside South Carolina needs the Board's sign-off before hosting clinicals that lead toward a first nursing license. Its conditions include full approval back home, faculty on site for each shift who hold a South Carolina or compact license, a written clinical affiliation agreement, and word to the Board within 15 days when compliance changes. Post-licensure and APRN education sit outside its text, so the rule does not reach IWU's NP tracks.
AANP lists South Carolina as restricted: an NP needs a physician practice agreement to perform delegated acts, and controlled-substance supply limits apply. Every NP preceptor you approach will be working under one of those agreements. A preceptor tax credit that stops at the state line
Physicians, APRNs and PAs who take no pay for teaching can claim a South Carolina income tax credit per qualifying rotation, up to a yearly limit, plus a deduction for as many as six more rotations (S.C. Code § 12-6-3800). Eligibility asks a lot: two or more rotations a year, 160 hours or more each in listed settings, and Medicaid participation with at least 100 patients drawn from Medicaid and Medicare together.
The catch is enrollment. Only students of South Carolina public or independent institutions count, so hosting an IWU student earns nothing on a preceptor's return; pitch the teaching experience instead. 2024 Act No. 217 carried the credit through tax year 2029, while SCDOR's Revenue Ruling #20-2 has not caught up and still lists the older 2026 repeal.
Upstate, Midlands and Lowcountry: where NP care clusters
The Upstate's Greenville-Anderson-Greer metro, near 1.01 million residents, is the biggest one entirely in-state; the Charleston-North Charleston and Columbia metros trail it at roughly 889,000 and 880,000. Another 454,000 South Carolinians live in the state's share of the Charlotte metro. Prisma Health, MUSC Health and McLeod Health come up often in NP searches, as do Roper St. Francis Healthcare and Lexington Health.
Those names mark where care is concentrated, not sites committed to IWU students. Independent family practices, psychiatric groups and community clinics near home belong on your list, and a workplace site can work when IWU's conditions are met.
Your RN license for South Carolina rotations
IWU requires an active, unencumbered RN license in every state where you have a practicum site. NCSBN lists South Carolina's compact implementation as January 19, 2018, so South Carolina clinicals are covered by a South Carolina license or by the multistate license your own compact state issued. Questions IWU students ask
Does South Carolina's Regulation 91-6 apply to IWU's nurse practitioner programs?
The rule is written for schools whose South Carolina clinicals lead to a first nursing license. It says nothing about APRN or RN-to-BSN education, and IWU's NP students already hold RN licenses. Site-level requirements are a separate matter, so confirm them with your program faculty before your course begins.
Will my South Carolina preceptor get the state tax credit for precepting me?
No. Section 12-6-3800 limits the credit to rotations for students of South Carolina public or independent institutions. Preceptors who host IWU students are volunteering their teaching, so make the request on the strength of the clinical partnership and the satisfaction of teaching.
Can an NP working under a physician practice agreement precept me in South Carolina?
Yes, that is the normal arrangement in a restricted-practice state, and it does not stop an NP from teaching. What IWU checks is the preceptor's license, certification and fit with your course, following the NP Clinical Guidelines, before it approves the site.
Is IWU's ASN-to-MSN FNP open to South Carolina residents?
IWU's June 2024 ASN-to-MSN FNP disclosure lists South Carolina as not yet determined, while the MSN FNP and other NP tracks were reported as meeting requirements in 2022. Speak with IWU admissions about the ASN-to-MSN route before you submit an application.
