Oregon nurses in Indiana Wesleyan's online NP programs
IWU's September 2022 disclosures show Oregon as meeting educational requirements for its NP programs, and Oregon's Board says out-of-state APRN programs need no approval to place students there. Two Oregon details still shape your plans: Oregon is not a Nurse Licensure Compact state, and faculty who teach in Oregon need an Oregon license.

Oregon in IWU's program disclosures
As an NC-SARA member, IWU published September 2022 disclosures placing Oregon among the "meets" states for the MSN FNP, the MSN PMHNP, the two post-master's NP certificates and BSN-to-DNP study in either specialty. The ASN-to-MSN FNP disclosure of June 2024 lists Oregon as "not yet determined". OSBN also wants any school enrolling Oregonians to hold authorization, either from the state's Higher Education Coordinating Commission or through NC-SARA, which IWU's membership speaks to. OSBN's answer on out-of-state APRN placements
Oregon's notification rule for out-of-state schools (OAR chapter 851, division 21) covers practical and registered nursing programs based in other states, which file one form per track before learning activities start and refile each year. Advanced practice programs are excused from that notice, as are programs that do not lead to licensure. Asked in its APRN FAQ whether an APRN program based in another state must get OSBN approval before placing students in Oregon, the Board's answer is a plain no.
It was not always this simple. Until July 1, 2021, Oregon made NP students from non-Oregon graduate programs get the Board's authorization in advance; that rule has since been repealed, so older advice describing the step is out of date. One OSBN position still counts: faculty who teach in Oregon must hold an active Oregon nursing license. Ask your IWU program faculty how IWU handles it.
Full practice and who can precept you
AANP rates Oregon full practice, so NPs work without a physician agreement, and NP-owned primary care and psychiatric clinics are part of the landscape. IWU vets and approves every preceptor using criteria in the NP Clinical Guidelines; start with preceptor requirements.
PMHNP students should look for settings that can carry IWU's longer psychiatric courses, such as the 175 hours listed for PMHN-640, while FNP students need a patient mix broad enough for IWU's adult, women's health and pediatric encounter minimums.
Portland, Salem, Eugene and Bend
About 2 million Oregonians live in the Portland metro, with roughly 446,000 around Salem, 382,000 in Eugene-Springfield and 266,000 around Bend. Samaritan Health Services, Kaiser Permanente Northwest, Providence Oregon, Legacy Health and OHSU are the systems NP students see most. They show where care is concentrated rather than places that accept IWU students, and independent practices outside Portland widen the field.
An Oregon license, and the Washington side of Portland
IWU's catalog requires an active, unencumbered RN license for the state of each practicum site. Oregon has no compact membership and no pending compact bill, so an Oregon clinic needs an Oregon RN license; a multistate license from Idaho or Indiana carries no Oregon privilege.
The reverse matters in Portland. Washington has been a compact state since January 31, 2024, but an Oregon license is single-state, so a practice on the Vancouver side of the metro needs a Washington license. See RN license for clinicals and our Washington guide.

Questions IWU students ask
Does the Oregon State Board of Nursing need to approve IWU before my NP clinicals?
No. The Board's APRN FAQ answers that question directly in the negative, and the notice requirement for out-of-state pre-licensure schools leaves advanced practice programs out. Oregon also repealed its old prior-authorization rule for NP students in 2021. IWU still vets and approves every site and preceptor you propose, so its own process remains the one to follow.
Do I need an Oregon RN license if I already have a multistate license?
Yes. Multistate privileges stop at Oregon's border, because Oregon has not joined the compact. IWU requires an active, unencumbered license in each state where you do practicum hours, which for an Oregon site means an Oregon license. Apply early so it is active before your first clinical course begins.
I live in Portland. Can my IWU clinical be in Vancouver, Washington?
Only with a Washington license. Washington joined the compact on January 31, 2024, but Oregon issues single-state licenses, so an Oregon license does not reach across the river. Because IWU wants clinicals close to home and signs off on every site, talk to your program faculty before pursuing a Washington practice.
Does my IWU clinical faculty member need an Oregon license?
OSBN states that faculty who teach in Oregon must hold an active Oregon nursing license. How that applies to IWU faculty who follow a distance student and preceptor is IWU's question to answer, so ask your program faculty early. It does not change your own requirement to hold an active Oregon RN license.
