New York and Indiana Wesleyan's NP programs: registration comes before rotations
IWU's 2022 disclosures treat New York as meeting educational requirements for its nurse practitioner programs but add a note about extra steps there, and New York's rules explain why. Before any out-of-state or online nursing program sends students into New York clinical rotations, NYSED has to have registered or approved it. Settle that with IWU before you look for a preceptor.

IWU's New York disclosure and its note
IWU, a member of NC-SARA, lists every state as meeting educational requirements in its September 2022 disclosures for its six nurse practitioner programs. New York is one of three states, alongside New Hampshire and Rhode Island, where those documents flag extra steps. The June 2024 ASN-to-MSN FNP disclosure marks New York "not yet determined".

NYSED registration, the rule behind the note
Nursing in New York answers to the State Education Department (NYSED) and its Office of the Professions. According to NYSED's nursing FAQ, a program based elsewhere or taught online needs NYSED registration or approval before any of its students rotate at a New York site; federal military and VA facilities are the lone exception. For nurse practitioner students, NYSED looks at whether the NP program itself holds that registration.
The NP FAQ is blunter, warning that rotating in New York outside a registered NP program could be illegal. SARA membership leaves one more hurdle: NYSED's college-evaluation office counts clinical placements in licensed professions as physical presence in New York, which needs either advance approval or an exemption from the Office of the Professions. Ask IWU directly whether your program is cleared for New York placements.

A New York RN license, not a compact privilege
IWU's catalog calls for an active, unencumbered RN license wherever your practicum happens. New York has no compact membership and no bill to create one, and NYSED directs nurses licensed in other states to its own licensure checklist, so a New Jersey or Pennsylvania multistate license stops at the state line. Practice rules and where New York NP students look
AANP counts New York as full practice after a transition: until an NP logs 3,600 hours, a collaborating physician and a written agreement with protocols are required. About 13 million New Yorkers live in the New York City metro, with roughly 1.16 million around Buffalo, 1.06 million around Rochester and 916,000 in Albany-Schenectady-Troy. Is IWU's NP program registered with NYSED for New York clinicals?
Our research did not confirm IWU's NYSED status either way, and IWU's own 2022 disclosures flag extra steps for New York. Ask IWU admissions or your program faculty directly, naming your exact program. NYSED's Office of the Professions also answers questions about whether a specific out-of-state program is registered for clinical placements.
Could my IWU clinical be at a VA facility in New York?
NYSED carves federal VA and military facilities out of its registration rule, so the state requirement works differently there. IWU still approves every site and preceptor, the facility sets its own student policies, and IWU's license rule still applies. Raise a VA option with your program faculty before you contact the facility.
Does my New Jersey multistate license cover a New York site?
No. Compact privileges end at New York's border, whether your multistate license comes from New Jersey, Pennsylvania or another member state. You would need a New York RN license, obtained through NYSED's process for nurses licensed elsewhere, before IWU could approve a New York site for you.
Can a recently licensed New York NP precept me?
Possibly. Below 3,600 hours of practice, a New York NP works with a collaborating physician under an agreement and protocols, yet still sees patients and can teach. Whether IWU accepts that preceptor depends on its NP Clinical Guidelines, so confirm the criteria with your program faculty first.
