Delaware is small, but its Board of Nursing keeps a close eye on out-of-state schools: any program using a Delaware clinical facility notifies the Board first and has the facility approved before students arrive. It is also one of only five states to enact the APRN Compact.

IWU's disclosures for Delaware
IWU's September 2022 professional licensure disclosures, published as an NC-SARA member, find its NP curricula meet educational requirements across all 50 states. That covers Delaware for the MSN FNP, the MSN PMHNP, the two NP certificates and the BSN-to-DNP in either specialty. The ASN-to-MSN FNP is the exception, with Delaware 'not yet determined' in its June 2024 disclosure.

Board notice and facility approval come first
The Delaware Board of Nursing sits within the Division of Professional Regulation. Its education standards, in chapter 1900 of Title 24 of the Delaware Administrative Code, cover 'all nursing education programs' without separating prelicensure, RN-BSN or graduate study. A school based in another state must alert the Board ahead of using any Delaware clinical facility, then send a packet.
What the school's Delaware packet contains
- evidence that its home state board approves it, or that it holds national accreditation
- signed agreements with every Delaware agency it uses for clinicals
- the standards it sets for its clinical faculty and preceptors
- a roster naming each faculty member and preceptor and the site assigned to them
- current license copies, Delaware or compact, for everyone on that roster
The Board also signs off on each facility before any student is placed there, relying on forms from the school, and its representatives may inspect the site. Both filings are IWU's, so ask faculty early how IWU handles Delaware and build the time into your plan.
Because the Board wants preceptor names and sites in advance, a last-minute preceptor switch in Delaware means fresh paperwork for the Board as well as for IWU.
Who counts as a preceptor in Delaware
In Delaware's standards, a preceptor is a licensed nurse holding at least a BSN. When an online program's own faculty member teaches inside a Delaware facility, whether as clinical instructor or as preceptor, their license or practice privilege must match or exceed the level of practice the student is training toward. AANP classes Delaware as full practice. IWU's own requirements, in its NP Clinical Guidelines, apply as well.
About 588,000 Delawareans live in the state's slice of the Philadelphia-Camden-Wilmington metro, where students tend to look first at ChristianaCare and at Nemours Children's Health, which runs its Delaware children's hospital in Wilmington. Around Dover, home to about 195,000 people, Bayhealth is the main system; farther south, Beebe Healthcare serves the coast, and the Seaford area counts about 277,000. Consider them places to ask rather than arranged IWU sites.
Two compacts and your RN license
Delaware entered the Nurse Licensure Compact on January 19, 2018, so either a Delaware multistate license or one issued by another compact state where you live meets IWU's requirement of an active, unencumbered RN license in each state with a practicum site. Delaware went further on August 4, 2021, enacting the APRN Compact. That compact takes effect only after a seventh state enacts it, and five have done so, which leaves NP licensure a state-by-state matter for now. Read RN licenses for IWU clinicals for IWU's side.

Questions IWU students ask
Is IWU required to tell Delaware's Board about my clinical placement?
Yes. Under Delaware's education standards, a school from another state alerts the Board before using a Delaware clinical facility and supplies agreements, a roster of preceptors and sites, and license copies. The rule covers all nursing education programs. IWU is the one who files, so ask program faculty how and when that happens for your course.
Does my Delaware clinical site need its own approval?
Yes. The Board signs off on facilities used for clinical learning before any student is assigned there, working from forms the school sends, and it may send representatives to look at the site. Allow for this step on top of IWU's own site and preceptor approval.
Will Delaware's APRN Compact membership help me after graduation?
Not yet. Delaware enacted it in 2021, but it goes live only once seven states sign on, and the count stands at five. When active, it would let an APRN practice across member states on one multistate license. Until then, plan on a Delaware APRN license if you will practice here.
I live in Sussex County. Where do NP students there look?
The Seaford area, about 277,000 people, covers much of southern Delaware. Students there can approach Beebe Healthcare and Bayhealth, along with independent practices. IWU expects your clinicals in your own community, so a southern Delaware site works if IWU and the Board approve it.
