Virginia counts as a meets state in IWU's 2022 NP disclosures. Its nursing regulators play no part in approving schools like IWU, which leaves three live issues: the patient care team rule for newer NPs, the license you carry into a Virginia clinic, and a preceptor payment reserved for Virginia-enrolled students.

Virginia on IWU's disclosure list
IWU is an NC-SARA member. In its September 30, 2022 licensure disclosures, Virginia is a meets state for the MSN FNP, MSN PMHNP, the FNP and PMHNP certificates open to nurses with a master's, and the BSN-to-DNP in both specialties. The June 2024 ASN-to-MSN FNP disclosure has Virginia as not yet determined. IWU publishes no list of states it will not admit from, so ask IWU admissions to confirm your program.

No Board filing for IWU in Virginia
Ask the Virginia Board of Nursing about programs based in other states, or post-licensure education of any kind, and its education page answers that neither falls under its regulation or approval. The rules people associate with Virginia clinicals, such as keeping 80% of clinical hours inside the state and getting sites approved under 18VAC90-27, are written for pre-licensure programs Virginia itself has approved.

Patient care teams and the three-year line
Virginia is restricted in AANP's scheme. Until an NP can attest to clinical experience equal to three full-time years, the NP practices under an agreement with a physician on the patient care team. Your preceptor could be on either side of that line, and both can teach well.
IWU checks licensure, certification and fit with your course under its NP Clinical Guidelines. If your preceptor still works under a care team agreement, name the physician partner and the practice setting in your submission so the reviewer sees the whole arrangement. Virginia pays preceptors, just not yours
The Nurse Preceptor Incentive Program sends sliding-scale semester payments, first come, first served, to Virginia-licensed clinicians from LPNs up to physicians whose students come from Virginia's public and private nonprofit nursing schools. Under SB 405, signed March 31, 2026, the program passed to the Virginia Nursing Workforce Center inside the Virginia Health Workforce Development Authority: VDH's last applications closed April 30, 2026, and the Center handles hours completed from July 1, 2026. IWU is an Indiana school, so hours spent teaching you do not count.
Northern Virginia, Hampton Roads, Richmond and Roanoke
Some 3.18 million people live on the Virginia side of the Washington, DC metro. Hampton Roads' Virginia Beach-Chesapeake-Norfolk metro counts about 1.74 million Virginians, the Richmond metro 1.39 million and Roanoke's 317,000. Systems NP students name across these regions include Inova Health System and Sentara Health, Carilion Clinic, VCU Health and UVA Health. None is presented here as a host for IWU students, and community practices near home deserve equal attention.
Licensing for Virginia clinicals, and a statutory wrinkle
IWU asks for an active, unencumbered RN license in the state of each practicum site. Virginia's NLC implementation date is January 19, 2018, so a Virginia multistate license works, as does one from whichever compact state is your primary residence. Virginia has not adopted the APRN Compact.
Under Va. Code § 54.1-3001, a nurse holding a current, unrestricted RN license elsewhere can complete the clinical work an advanced practice program demands without Virginia licensure, but nothing beyond that work. IWU's stated rule is stricter on paper, so check with your program faculty before counting on the exemption. RN license for clinicals explains IWU's side.

Questions IWU students ask
Is there a Virginia Board filing IWU must complete before my clinicals?
None was found. Virginia's Board describes out-of-state and post-licensure programs as outside its regulation, and its clinical placement rules govern the state's own pre-licensure programs. The approvals that count for you are IWU's review of your site and preceptor and whatever onboarding the site runs.
Could Virginia's advanced-student exemption replace a license for IWU purposes?
Section 54.1-3001 lets an RN licensed elsewhere perform required advanced-program clinicals in Virginia without a Virginia license. IWU's catalog is worded around a license valid in the practicum state, so the two may not line up. Get your program faculty's answer in writing before you rely on the exemption.
My preceptor asked whether teaching me qualifies for Virginia's incentive. Does it?
It does not. Payments are tied to students enrolled in Virginia's own public or private nonprofit nursing schools, and the 2026 move to the Virginia Nursing Workforce Center left that condition in place. Your preceptor can still claim for students from eligible Virginia schools.
May an NP still on a patient care team agreement precept me?
Nothing in the practice rules bars it. The agreement governs how the NP practices until the three-year attestation, not whether they can teach. IWU weighs credentials and course fit, so list the practice arrangement plainly when you submit the preceptor.
